The job of the Board of Directors (BOD) is to protect our investments. Owning a house is the largest investment in the lives of many of us. We want to maximize street appeal so it looks like a place where others would like to live.

Neighborhood watch program. If you see something, say something. If it looks serious, call 911. Call a nearby board member.

Signs – Acceptable signs are very limited. There are many underground wires and pipes that must be avoided. Allowed are one “FOR SALE” sign, no larger than 2′ X 2′ hung on the fence between garages. “Garage Sale” signs may be posted in the grass next to your driveway from Thursday AM through Saturday PM. Small garden decorative flag signs are permitted. Political signs are discouraged but allowed if no larger than 2 square feet in area and posted in the rocks between the garage and the fence that encloses the air conditioners. No other signs are acceptable.

Flags – There can be one flag pole holder mounted on the fence post between garages and closest to your garage and this is to be used for the flag of the United States. Seasonal flags may be flown for up to 7 days (such as St. Patrick’s Day or similar). Any other flags must be approved by the Board of Directors upon written request. The posts do not belong to the homeowner.

Pets – Association members are allowed a maximum of 2 dogs or 2 cats or one of each, which must be kept on a leash when outside to get exercised. Pet droppings are to be picked up immediately when there is no snow and as soon as reasonably practical after the spring snow melt. Elk River leash law applies to Country Crossing areas. The pet owner is responsible for repairing any damage to grassy areas, shrubs or buildings.

Bird Houses, Bird Baths and feeders – Birdhouses and baths are allowed in the rock area in back of the residences.

Shrubs & FlowersNOTHING is to be placed in the new landscaped area from the porch to the end of the garage. Please keep this area clear so that new plantings can grow and maintain a uniform look from house to house. Do not use shepherds hooks or other apparatus that pokes holes in the poly under any new shrub areas. These are an avenue for ants to enter the rocks and bring dirt close to your home where weeds can grow. Be sure to water the plants if needed or ask a neighbor to do it for you. Plants, both green and flowering may be placed in attractive containers on the rocks, patio, porch area and on either or both sides of the garage doors. NO containers are to be placed on the fences between the garages. Nothing may be planted in the rocks without prior work order request approval. The area in the rocks on the rear of the houses may have plants or shrubs added with an approved work order. Home owners are not allowed to install other bushes or plants without written request & permission of the BOD. Homeowners are not allowed to plant any trees whatsoever.

Meetings of the Association. The Board of Directors will meet quarterly with the October meeting designated as the Homeowner’s Annual meeting where new BOD members are elected.

Parking for boats, campers and other recreational equipment may be parked in the driveways for a period of up to 7 days and may be parked in the guest parking lot for up to 48 hours for loading and unloading. There is to be no long term parking in theses areas without special permission from the BOD. No recreational equipment of any kind may be stored on the sides or in the back areas of homes. Vehicles should be parked in the garages for security whenever possible.

Garage lights are to be kept in working order by the homeowner. These are our street lights and promote security.

Garbage & recycling containers should be stored in the garages or may be stored in fenced in area between garages during the summer, NOT outside in front of the garages.

Architectural Control – Violation or failure to comply with the rules and regulations are subject to removal and/or a $500. fine. Any plans for alterations, additions or removals of the exterior of the building grounds, including fencing, patios, planting, porches, landscaping etc., must have a completed MAINTENANCE REQUEST FORM filled out and submitted to and approved by the BOD. This means DO NOT buy your project materials before work order is approved by the Board of Directors.

Speed Limit – There is a self imposed 15mph speed limit on our streets. Please comply

Garage Sales – The first garage sale  will be held at the same time as Elk River City Wide sale in May of each year.  Treasurer will have this listed with city wide sales.

Country Crossing residents can hold their own garage sale the third week end in September (Thursday thru Saturday).  It will be the responsibility of the homeowner(s) to put up signs and list it on social media etc.  if desired.  Signs are stored at 18252 Kent Street NW, contact Liz Gundlach to pick them up, (phone number is on master resident list)

Exceptions to the two garage sale dates, will be in the event of moving or estate sale, with Board approval.

Rental of units is NOT allowed

Selling of Home – When you intend to sell your house please contact the management company.

These Rules and regulations are to be kept up to date and turned over to the new owner when selling the property, prior to obtaining title. Keep a copy with your copy of the “Governing Documents”.

HOMEOWNER RESPONSIBILITIES!

Check your clothes dryer vent if your clothes aren’t drying properly. Perhaps your vent is clogged with lint. You may need a handyman to correct problem.

Ditch (Holding pond area) Work order request is required for any exception to the “ditch” area regarding planting or any other changes. They must meet the city of Elk River & DNR guidelines for storm water pond areas ie;  NO blockage of water flow area, no noxious plants. ground cover must be maintained to stop soil erosion.

Outside Faucet (fall of year) – Make sure the outside faucet is drained. The shut-off may be under your kitchen sink or may be in the furnace room.

Furnace filters – Replace as needed. A clean filter insures proper and efficient operation to your furnace.

Smoke Alarms – Change the battery in your alarm at least once a year, or if alarm sounds and no fire is apparent. Working smoke alarms are required in multiple dwellings. A working alarm may save your life, your home and your neighbors.

Windows (drain) – Be sure to drain holes and clear at the bottom of window frames (Spring of year). It’s a good idea to flush well with water. If they do not drain well during a heavy rain, water can overflow inside home, damaging walls, carpet and possibly causing mold.

VENT Fans – IN the winter, make sure you run your bathroom and laundry room vent fans on a regular basis to prevent frost buildup inside the duct work. This is especially important during extreme cold temperature fluctuations in the winter. This can cause water to drip from vents.

Papers – If you are gone for a few days, ask a neighbor to remove papers. Accumulating papers in driveway or sidewalk is a sign that the home is available for crime.

Screened & Enclosed Porches – Homeowners are responsible for all maintenance, repairs, and painting to keep porch in good repair.

The Association is responsible for the removal of snowfall if over 1 1/2″.

Assessment & Late Fee Policy

Assessments for common expenses are based on an annual budget and are due in monthly installments on each month of the year for which the assessments are made. Special assessments are due as agreed by the membership

Fees not received by the 20th of the month will be considered delinquent. Fees must be received in the office, not just post marked by the 20th, to be considered received on time. If the 20th falls on a Saturday or Sunday, fees will be posted the following Monday and considered timely.

Any homeowner who is delinquent will be obligated to pay an Administration late fee of $20.00 for each unpaid assessment or installment thereof. In addition, if the account continues to be in arrears for two months from the billing date, the Association will send a statement to inform the owner that the account will be submitted for collection if payment is not received within ten (10) days of the mailing of the correspondence.

All expenses for the collection will be assessed to the owners lot. Full legal action to collect delinquent association fees could include foreclosure of the Association’s lien on the property.

Administrative late fees will continue to be charged on any past due amount owing on the account.

Payments received on any delinquent account will be credited to the oldest assessment first, whether they are regular monthly assessments, special assessments, fines, collection expenses, or late fees, and then to the most current assessment.

The Board of Directors holds full authority to accelerate the deadline established by this policy in the event of a change in the ownership or where it is in the best interest of the Association to do so. The Board holds authority to wave or alter policy for special cases upon appeal by the owner.

Homeowners who ask to replace lost coupon books will be responsible for cost of new coupon payment book.

Maintenance Policy & Responsibilities

The Country Crossing Board of Directors has approved the following policy concerning the Association’s responsibility with respect to the maintenance and reapair of Association & Homeowners properties. Each owner shall be responsible for any and all damages to any Units or Common elements caused by the homeowner, homeowner’s guest and invitees and also damage caused by the failure of each owner to promptly perform necessary maintenance and repairs to such owner’s unit.
